This guide can help you in starting your Micro Enterprise Home Kitchen Operation.
The Riverside County, CA Department of Environmental Health has issued it’s first permit June 2019. The California law allows culinarians to have guests dine or or have their meal delivered.
With the decline in chef jobs we needed this California law passed in every state across the country.
In late 2018, the California Legislature adopts Certified Executive Chef Michael Garahan’s published suggestions in Nation’s Restaurant News on how to create more work for chefs and offer more nutritious foods to the public which could play a part in reversing child obesity.

In September 2018, former California Governor Jerry Brown California signed into law- Bill AB 626, allowing home restaurant operations, otherwise called a MEHKO.
From all of us cooking,-; “Thank You Jerry Brown!”
The goal of AB 626 was to “support healthy communities and economically empower talented home cooks to attain income self-sufficiency.”
This law can bring enormous societal benefits, and today’s citizens are getting behind businesses that work towards helping others. Your MEHKO/MHKO can be one of those businesses. (Specifically,
Riverside County, CA uses the acronym MHKO).
These are excerpts from the legislation:
(4) Accordingly, Californians have shown a preference for supporting local agriculture and local business and for finding sustainable solutions to food insecurity.
(5) The retail and commercial food market is an integral part of California’s economy.
(6) Small-scale, home-cooking operations can create significant economic opportunities for Californians that need them most — often women, immigrants, and people of color.
(14) The exchange of home-cooked food can also improve access to healthy foods for communities, particularly in food deserts with severely limited options.
This guide book is also intended to be A Call to Action. Chef Garahan is a member of the C.O.O.K. Alliance Policy Committee which is working to bring MEHKO’sto more California counties and cities, and more states across the USA. My long-time chef friend Paul says, “we need this in New Jersey.”
The book also simplifies and clarifies the steps in creating your Home Food Business.
